President (elected 2007) (Annual Budget of $450 million and Staff of 2,500)

  • Appointed to serve on the police oversight commission of one of the most prominent urban cities in the United States by the San Francisco Board of Supervisors.   Elected president by colleagues on commission.

  • Responsible for policy, including budgets and staffing levels, discipline of officers and oversight of Chief.

  • Conducted first organizational and cultural review of department in several decades including studies on racially-biased policing, best-practices use of technology in law enforcement, use of foot patrols in community policing strategies, re-drawing of district boundaries as violent crime strategy, installation of surveillance cameras, supplementing patrol with privately-funding non-sworn police, use of force and civilian engagement.   

  • Responsible for oversight of Office of Civilian Complaints, nation’s first civilian police oversight agency, with budget of $4.0 million dollars and a staff of 35, and Patrol Special Police, hybrid non-sworn SF police officers.

  • Developed public policy on discrimination against transgender people, ordinances to provide full health care and protocols for engagement with law enforcement.   Appointed by the Board of Supervisors.

  • Founded community-based advocacy group to educate political candidates on transgender-specific issues.

University of California San Diego CONNECT Program                                                                                        1997

  • Small business start-up incubator advising on business plan, funding, financial modeling, organizational structure and marketing strategies.  Also served as pro-bono member of Boards of Directors. 

U.S. ‑‑ Mexico Environmental Business Committee (NAFTA)                                                                             1994     

  • Developed policy recommendations to encourage stronger trade relationships between U.S. and Mexico on trans-border infrastructure projects.  Appointed by the U. S. Trade Representative to Mexico.

California Senate Task Force on Solid Waste Management (SB 939)                                                                   1988

  • Created policy guidelines that established a new solid waste, hazardous waste and recycling regulatory framework in California.  Appointed by the President Pro-Tem of the California State Senate.

US EPA Task Force on Federal Procurement Guidelines for Recycled Products                                                   1985

  • Developed guidelines for the GSA to encourage government procurement of recycled products.
